Bellevue College Human Resources is seeking two (2) skilled, experienced, and motivated Associate HR Business Partners to join our team. The Associate HR Business Partner position falls within a three-part career series specially designed to establish growth and learning opportunities to expand career with professional certification support built in. The Associate HR Business Partner will be provided a designated HR expert to mentor employee to the next career level.

The Associate HR Business Partner will contribute at a hands-on, professional level to attract, recruit, and retain diverse and excellent faculty and staff. The ideal candidate will be trained to use client relationships and HR knowledge to support our supervisors and managers proactively lead their teams in ways that improve performance, drive high retention and ensure high levels of engagement across the teams they serve. The position will provide operational guidance and consultation in any, some, or all of the following: recruitment, classification, compensation, employee and labor relations, performance management, organizational analysis, training and development, interpretation and application of laws, rules, policies, or other functions relating to human resources management.

The position performs professional-level, human resources work in support of assigned area(s); plans and carries out work independently with mentor support, utilizing knowledge of laws, policies and regulations; integrates and partners with HR colleagues; prioritizes and manages issues within designated area of responsibility; and maintains and ensures a confidential environment at all times.

Salary range begins at $63,000. Annual salary will be commensurate with candidate’s qualifications and related experience.

Talent Management
Work with department managers and supervisors to develop effective recruitment and hiring strategies. Review job duties, qualifications and knowledge, skills, and abilities to create appropriate recruitment tools. Monitor and ensure compliance with college, state and federal regulations. Develop and maintain effective working relationships with internal and external constituents. Assist in the collection, verification, analysis and reporting of human resource information. May provide training to employees and supervisors on hiring processes, procedures and legal requirements.

Audit new, vacant and occupied unclassified and classified positions. Conduct comprehensive review of position’s responsibilities. Interpret and allocate positions to appropriate classification system applying appropriate definitions and knowledge of Washington state and Bellevue College’s classification and compensation system. Interpret rules, FLSA and other statutes. Explain review results to employee, supervisor and employing official. Prepare notification to employee of review finding. May provide training to managers and supervisors on classification and compensation system and processes.

Employee Relations
Provide information, interpretation, advice, and counsel to management and employees regarding human resources matters. Respond to questions and issues from employees and management regarding workplace concerns, appropriate corrective and disciplinary actions, dispute resolution, employee motivation/recognition, and performance management. Track and manage each assigned employee relation case cycle – from initial discussions to formal/informal resolution. May assist in conducting investigations of reported employee misconduct and prepare or assist supervisors in documentation for college response.

HR Data
Collects and compiles HR metrics and data from a variety of sources including the human resource information systems (HRIS) and payroll outputs, management and employee surveys, exit interviews, employment records, government labor statistics, and other sources. Analyzes data and statistics for trends and patterns with attention to recruitment, hiring practices, motivation, turnover, and compliance with employment laws and regulations. Prepares reports of data results, presenting and explaining findings to VP.

HR Case Management
Coordinate the management and organization of internal and external complaints including grievances, lawsuits, violations, investigations, and audits. Monitor the complaint and reporting systems. Monitor internal and external information and documents within the HR Share Drive. Develop resources to assist in appropriate handling of internal and external complaints. Ensure effective case management in accordance with College policy and procedures. Monitor case trends and ensure best practices. Escalate any concerns to VP. Provide a range of solutions and advice to resolve cases. Ensure confidentiality of sensitive case information.

Complete special assignments and projects as required. Maintain knowledge on current developments and practices in human resources. Provide backup support to HR staff as needed. Perform other duties as assigned.


• Associate’s degree in Human Resources, Business, Management, or closely related field. Any combination of relevant education and/or experience may be substituted for the educational requirement on a year-for-year basis.
• One year of professional-level human resource experience.


• Demonstrated effective interpersonal, written and oral communication skills.
• Demonstrated ability to interact with large groups and individuals at all work levels.
• Demonstrated proficiency in the use of computers and software applications.
• Demonstrated success in fostering internal and external community relationships
• Demonstrated commitment to equity with the ability to advocate for it on campus and work as a team member on a campus committed to inclusion.
• Demonstrated ability to work effectively with a mentor.
• Demonstrated ability to be a team member
• Flexibility of schedule and willingness to work select evenings and/or weekends.


• Experience in any of the following HR functional areas: recruitment, classification, compensation, employee and labor relations, performance management, organizational analysis, training and development, interpretation and application of laws, rules, policies or other functions relating to human resource management.
• Professional certification from a recognized human resource/personnel association.
• Human Resource experience in a higher education or similar setting.
