Monmouth County seeks a Director of Human Resources

A dynamic County administration seeks an experienced and energetic Human Resources (HR) professional to lead a strategic realignment of its Human Resources (HR) Department. The successful candidate will develop and implement HR programs, policies, and procedures for a workforce of 3000 County employees. The position offers opportunities for organizational planning, workflow analyses, and team restructuring and development. Reporting directly to the County Administrator, the Director will oversee the management of talent acquisition, onboarding, employee relations, compensation, benefits, training and development, employment compliance, and HR automation.



  • Bachelor’s degree in Human Resources and Master’s degree in Business Administration or Human Resources preferred
  • Five (5) years related successful experience in strategic and operational HR
  • Director level HR Generalist experience, and three (3) – five (5) years’ leadership experience
  • Experience in workflow mapping for HRIS or HCM technology implementation
  • Demonstrable team management expertise
  • Knowledge of federal, state, and local employment laws and ordinances


  • Senior Professional in Human Resources (SPHR), of SHRM-Senior Certified Professional (SCP), IPMA-HR, or related certification preferred
  • Certified Project Manager (CPM) or Project Management Professional (PMP) preferred
