Human Resources Analyst

The Human Resources Analyst works under direct supervision of the Human Resources Supervisor, performs a variety of professional, technical, and analytical duties, and assists senior staff and management in the implementation of HR programs and activities. The Human Resources Department is a full-service organization, responsible for the following functions: employee and labor relations, classification and compensation, recruitment and selection, benefits and leaves administration, training and development, performance management, safety, security and risk management.

The individual in this position will be primarily responsible for coordinating and conducting full-cycle recruitments for positions at all levels of the organization and working closely with management to identify outreach strategies and appropriate selection tools and processes. Specifically, the individual in this position will be responsible for:

Planning, conducting and administering OC San’s recruitment and selection process and ensuring compliance with all laws, regulations, policiesand procedures.
Developing recruitment plans with management; drafting job announcements and interview questions; screening and assessing candidates through employment applications, testing and interviews; job offers; facilitating post-offer requirements; and providing guidance to management.
Conducting and coordinating new employee orientation programs; and
Collaborating on various other programs, including, but not limited to: Employee Development, Rideshare, Benefits, Wellness, and other HR programs, as assigned.


General duties include, but are not limited to, conducting research, analyzing information, formulating recommendations, preparing reports, developing presentations, and responding to employee inquiries; providing a high level of customer service to management, staff, and the general public; staying informed of new laws, regulations and other developments in the field of human resources; and other related duties, as assigned.

REQUIRED EDUCATION:
The position requires a Bachelor’s degree from a college or university accredited by the U.S. Department of Education, with major coursework in human resources, psychology, business or public administration, or a related field.

Training or certification(s) in Human Resources
DESIRED QUALIFICATIONS:
Public sector Human Resources experience
Experience in Human Resources disciplines: employee and labor relations, compensation and classification, recruitment and selection, benefits administration, training and development, and performance management
Strong computer skills & proficiency with Microsoft Outlook, Word, Excel and PowerPoint, J.D. Edwards OneWorld financial information system, NEOGOV, and Cornerstone talent management software.
