Bellevue College Human Resources is seeking two (2) skilled, experienced, and motivated HR Business Partners to join our team. The HR Business Partner position falls within a career series specially designed to establish growth and learning opportunities to expand career with professional certification support built in.

The HR Business Partner will contribute at both hands-on and strategic levels to attract, recruit, and retain diverse and excellent faculty and staff. The ideal candidate will use strong client relationships and experienced HR knowledge to support our supervisors and managers proactively lead their teams in ways that improve performance, drive high retention and ensure high levels of engagement across the teams they serve. The position will provide operational and strategic guidance and consultation in any, some, or all of the following: recruitment, classification, compensation, employee and labor relations, performance management, organizational analysis, training and development, interpretation and application of laws, rules, policies, or other functions relating to human resources management. The position may also assist in program and policy development.

The position performs advanced, professional-level, human resources work in support of assigned area(s); plans and carries out work independently, utilizes knowledge of laws, policies and regulations; integrates and partners with HR colleagues; resolves complex human resources issues; prioritizes and manages issues within designated area of responsibility; and maintains and ensures a confidential environment at all times.

Salary range begins at $73,000. Annual salary will be commensurate with candidate’s qualifications and related experience.

Employee Relations
Provides collaboration, thought partnership, coaching, and support on all types of employee relations issues and works promptly with key partners to resolve conflict, mitigate associate and organizational risk, and maintain high levels of performance and retention. Provide information, interpretation, advice, training, and counsel to management and employees regarding human resources matters. Respond to questions and issues from employees and management regarding workplace concerns, appropriate corrective and disciplinary actions, dispute resolution, and performance management. Conduct investigations of reported employee misconduct and prepare or assist supervisors prepare documentation for college response. Serve as facilitator/mediator when appropriate. Track and manage the employee relation case cycle – from initial discussions to formal/informal resolution.

Talent Management
Provides direction and support on a multitude of talent management activities to support the College’s efforts in hiring excellent and diverse talent. Work with department managers and supervisors to develop effective recruitment and hiring strategies. Review job duties, qualifications and knowledge, skills, and abilities to create appropriate recruitment tools. Monitor and ensure compliance with college, state and federal regulations. Develop and maintain effective working relationships with internal and external constituents. Provide training to employees and supervisors on hiring processes, procedures and legal requirements. Assist in the collection, verification, analysis and reporting of human resource information.

Audit new, vacant and occupied unclassified and classified positions. Conduct comprehensive review of position’s responsibilities. Interpret and allocate positions to appropriate classification system applying appropriate definitions and knowledge of Washington state and Bellevue College’s classification and compensation system. Interpret rules, FLSA and other statutes. Explain review results to employee, supervisor and employing official. Prepare notification to employee of review finding. Provide training to managers and supervisors on classification and compensation system and processes. Assists departments in applicable collective bargaining agreements, laws, policies, and procedures.

Labor Relations
In collaboration with Director of Labor Relations, provide information, advice, and counsel to managers, supervisors, and staff regarding collective bargaining agreements; workplace concerns; performance management; supervision; and compliance in a union setting. Develop and maintain effective working relationships with union representatives, employees, managers and supervisors.

Provide interpretation, information and advice regarding college policies and procedures, collective bargaining agreements, laws, rules, and regulations that may impact the college. Work with appropriate counsel and VP on legal issues.

Complete special assignments and projects as required. Develop and provide formal training in areas of expertise. Maintain knowledge on current developments and practices in human resources. Provide backup to HR staff as needed. Perform other duties as assigned.


• Bachelor’s degree in Human Resource Management, Business Administration, Public Administration, or closely related field. Any combination of relevant education and/or experience may be substituted for the educational requirement on a year-for-year basis.
• Three years of progressively responsible professional-level human resource experience.


• Demonstrated effective interpersonal, written and oral communication skills
• Demonstrated ability to interact with large groups and individuals at all work levels.
• Demonstrated proficiency in the use of computers and software applications.
• Demonstrated success in fostering internal and external community relationships
• Demonstrated commitment to equity with the ability to advocate for it on campus and work as a team member on a campus committed to inclusion.
• Demonstrate ability to be a team member
• Flexibility of schedule and willingness to work select evenings and/or weekends.
• Demonstrated experience interpreting and applying laws, rules, policies and procedures successfully.
• Experience in any of the following HR functional areas: recruitment, classification, compensation, employee and labor relations, performance management, organizational analysis, training and development, or other functions relating to human resource management.


• Demonstrated experience in interpreting or applying labor laws, collective bargaining agreements and contracts.
• Professional certification from a recognized human resource/personnel association.
• Human Resource experience in a higher education or similar setting.
