Human Resources Director

Long Beach, NY (pop. 33,275) is a city in Nassau County, New York located about twenty miles from Manhattan.  Long Beach was incorporated in 1922 and is nicknamed “The City by the Sea.”  The Long Beach Barrier Island is surrounded by Reynolds Channel and the Atlantic Ocean.  The City of Long Beach is one of two cities on Long Island and comprises two square miles.

The Human Resources Director reports to the City Manager and is a key member of the city’s executive team. Candidates should be experienced human resources leaders with effective communication skills and a commitment to excellence in customer service, employee relations and development, and integrity in local government. This position is responsible for oversight, vision, leadership, planning, coordination, and control of the Human Resources Department. The HR Director administers a broad range of human resource management functions City-wide.

The City has 309 full-time employees represented by 4 labor units, as well as 500-700 part-time employees. The HR Department budget is $322,935 and funds 3 employees.

Specific Duties Include:

  • Developing a team and establish a process of staff accountability
  • Fostering improved communications between city hall and the public
  • Working in partnerships with governmental units
  • Streamlining and enhancing the recruitment, hiring, and onboarding system for new employees with an ongoing goal that the City workforce reflects the community at all levels
  • The ideal candidate will possess comprehensive knowledge of, and experience in, the principles and practices of the human resources profession and the ability to work independently and successfully manage multiple projects and priorities
  • Preparation and presentation of reports and information; Proficiency in Microsoft Word, Excel, PowerPoint, Google Suite, and other computer programs;
    Exceptional written, verbal, and interpersonal communication skills; using tact, patience, and courtesy.

Required Background and Experience

  • Bachelor’s Degree in human resource management, labor relations, business or public administration, psychology, or a related field
  • Minimum of five (5) years progressively responsible local government experience, preferably serving in a position in community of comparable size and complexity
  • The Human Resource Director will be experienced in working for local governments or large organizations, is innovative and displays the utmost level of ethical and empathetic behavior, effective communication, and relationship-building skills.
  • As a key member of the City’s Leadership Team, the Director is responsible for providing citywide leadership and establishing strategic and operational direction in all aspects of human resources. The Director oversees all City human resources functions, including policy administration, training and employee development, benefits administration, employee relations, recruitment, retention, classification, and compensation. 
  • Demonstrated skill in management and supervision, problem solving, mediating and resolving disputes, prioritizing and planning, interpersonal relation, and in oral and written communication.
  • Ability to work in a highly ambiguous environment with a mission-driven, community-oriented team working with diverse populations
  • Knowledge of applicable federal, state, and local laws, rules, regulations, codes, or statutes;
    Positive and effective interaction with diverse individuals to accomplish a common goal.
  • Establish and maintain cooperative and effective working relationships with a variety of stakeholders/
  • Ability to work independently and successfully manage multiple projects and priorities.
  • Ability to maintain strict confidentiality.
  • Candidate must possess a valid New York State Driver’s license within 30 days of appointment

Preference will be given to candidates that also have:

  • Master’s Degree in human resources management, labor relations, finance, public administration, business administration, public policy or a related field is strongly preferred.
  • Previous experience in public sector human resources administration.
  • SPHR, SHRM-SCP, HRCI, IPMA-CP, or comparable professional human resources certification(s).
  • Management experience at a senior level interacting with elected officials and other stakeholder groups

Compensation

Starting salary is $90,000 to $100,000, plus or minus depending on qualifications and experience, with excellent fringe benefits.
