About our Speakers

Alfred J. (AJ) Wright

Director, Government Affairs – Highmark Western and Northeastern New York

Alfred (A.J.) Wright is the director, government affairs at Highmark Blue Cross Blue Shield of Western New York, where he manages the health plan’s government affairs program, including advising senior leadership on legislation, policy and political action and educating government officials on the value the health plan provides its members, employers and the communities it serves.  Prior to joining Blue Cross Blue Shield in 2014, Wright was at the Buffalo Niagara Partnership, as Senior Director, Government Relations. Additionally, Wright has served as director of district operations for NYS Assembly member Jack Quinn III, and as field representative for Congressman Jack Quinn, Jr.

Wright received a bachelor’s degree in government from St. Lawrence University and attended the American University Washington Semester. Wright is a member of the Buffalo Business First’s 2021 class of 40 Under 40, serves as the chair of the Tapestry Board of Trustees and is on the Amherst Chamber of Commerce board of directors. He resides in Williamsville with his wife, Lindsay, and their three children.

Donald R. Ingalls

Vice President, State and Federal Relations – Highmark Western and Northeastern New York

Don is Vice President, State & Federal Relations and is the company’s representative and spokesperson at the local, State, and federal governmental levels.

Prior to joining HealthNow, Don was executive director of CMG Health/Magellan Behavioral Health in Buffalo.  Prior to coming to Buffalo, he held a number of positions with Community Health Care Plan, a staff model HMO in Connecticut.

Don began his health care career as part of the team implementing the 1974 national health planning legislation in Connecticut.

He earned a BA degree in political science from the University of North Carolina and was a Fellow in the National HMO Management Fellowship Program. 

Don currently serves on the boards of the NYS Health Plan Association, Vocalis Chamber Choir, and is a member of the Buffalo Toronto Public Media Community Advisory Committee, and the advisory committee for the Local Initiative Support Corporation’s (LISC) Buffalo program.
