The Organization
The Arc Central Chesapeake Region (The Arc) was founded in 1961 to provide services and supports to people with I/DD in Anne Arundel County, MD and has experienced a history of growth and expansion since then. We proudly serve Anne Arundel, Caroline, Dorchester, Kent, Queen Anne’s and Talbot counties. Our organization is committed to providing superior programs and services to people with intellectual and developmental disabilities who are of any age and in any stage of their lives.

The Arc has:
• 265 people supported in their communities and homes
• 111 people supported in employment and/or community-based day services
• 144 children and families served through family support services
• 710 people with disabilities direct their own services having fiscal control

With a current staff of over 350, The Arc is led by the CEO and a 13-person senior management team. We are governed by a 17-person Board of Directors, which includes self-advocates and family members of individuals with I/DD as well as community and business leaders. The Position
The Senior Director of People & Culture is a key member of the leadership team, working closely with the CEO to enhance the leadership, direction and oversight of The Arc’s internal HR and talent strategy. The Senior Director of People & Culture will be responsible for talent acquisition, organizational diversity, employee development, compensation management and employee relations. In this role, the Senior Director of People & Culture will also serve as the Affirmative Action/ Equal Employment Opportunity, Americans with Disability Act, Ethics and Title IX Compliance Officer for the organization. The Senior Director of People & Culture will oversee a team of four people, including a Director of Talent Development, an Employee Benefits Specialist, a Talent Acquisition Specialist, and a People & Culture Assistant.

Key responsibilities for the Senior Director of People & Culture include:

Talent Acquisition and Recruitment Strategies
• Develop a talent strategy to support The Arc’s current operations and future growth within The Arc’s competitive and ever changing environment
• Strengthen The Arc’s recruiting strategies, with the goal of expanding the pool of high quality direct support professional candidates
• Enhance The Arc’s recruitment and selection processes, including overseeing the talent acquisition process for all executive level positions
• Redefine the onboarding experience
• Develop employee retention strategies to sustain an engaged workforce

Talent and Leadership Development
• Build and implement strategies to build a more diverse, equitable and inclusive workforce
• Lead people & culture initiatives, with a focus on the management level
• Identify professional development opportunities, and provide regular and meaningful improvement, growth and accountability for staff
• Create internal feedback systems to help The Arc to learn from its successes and failures
• Participate in related HR and Training Networks through related associations and groups

HR Operations
• Oversee all aspects of HR administration including talent, benefits, compensation, employee relations, internal customer service and HR compliance
• Set the strategic direction for staff policies and facilitate their implementation
• Ensure consistent use of applicant tracking system (ATS) and enhance information systems to support staffing and HR needs
• Maintain HR data and complete internal benchmarking and required compliance reporting
• Continually develop strategies to improve the effectiveness and efficiency of core HR operations
• Manage and coach people & culture staff, interns and consultants
• Keep up to date on HR policies, practices, trends and laws

Experience and Attributes
The Senior Director of People & Culture must possess:
• Five plus years in human resources with progressive HR leadership experience
• Excellent verbal and written communications
• Strong interpersonal skills with the ability to manage positive communication in difficult situations and the ability to provide candid/constructive feedback
• Demonstrated track record of building and managing high performing teams
• Demonstrated ability to exercise good judgment in sensitive situations
• Ability to work collaboratively with diverse personalities and employee populations
• Ability to exercise initiative, think creatively to improve processes and drive results
• Ability to work well under pressure in an ever-changing environment
• Proficiency in MS Word, Excel, Outlook and knowledge of HRIS systems required
• Bachelor’s degree in human resources management is strongly preferred; Master’s degree and/or human resources credential (such as PHR, SHRM-CP) is a plus

Salary will be commensurate with experience. The Arc offers a robust compensation package.
